The proposal in my previous post of a world government has provoked multiple reactions. Here below a few verbatim:
This is an interesting but utopian idea due to the human tendency to wars and fights.
There have already been attempts to establish a global institution : UN, BRICs … but there is a lot of corruption and strong national governments ignore the recommendations.
There are signs of the possibility of dialogue between religions and philosophers of different sign to elaborate an ethic of minimums. But the past experience says that whoever sees himself in power tends to skip ethics to bullfighting.
Such an organism would be a great step towards a higher level in the evolutionary process of life. But I see it as a utopia . We are a very young species. In more than three millennia of development we have barely achieved certain scientific and technical advances, some difficult principles of coexistence; confusing moral standards. All of this is fine, but we Homo Sapiens in our arrogance believe that this is a lot, but it is not. The Organism you point to may see the light of day in three or four centuries and I doubt that it would be beneficial or it would be a form of tyranny or dictatorship.
The fear of the so-called “globalism” is giving rise to a world government of the big corporations to which we have not given the vote .
We need mechanisms for global understanding and collaboration. (...) But this mechanism cannot be a global "authority". If the countries already far exceed the capacity of government of the elites and we move towards an "autocratization" of the "democracies", how much more limited and dangerous would a single global government be? What we need is something similar to the activist idea of Blockchain , coordination mechanisms that cannot be captured by minorities.
But all these observations are operative doubts: doubts about the ability to live together in peace, about the acceptance of the norms of world authority by national governments, about the "moral" maturity of our species, about the fear of a non-democratically elected government, about the capacity of the elites to form a world government. And I believe that these issues can be resolved in a short time if the wise men and leaders have clear and explicit the goal and the means of the global government. Once this is assumed, the strategy to be followed and the means to be used are addressable technical problems, and the forms of a possible government can be multiple and contingent.
Humanity as a subject of government
The most important thing for any form of global authority is that whoever exercises it, and those that are governed, assume that the subject to govern is the entire species/humanity, the entire world, and that groups, nations, and collectives of any kind that form it, are parts of the same biological family, which in our case supposes a single fraternal Humanity.
The idea that human beings belong to the same group, to the same family is already a growing idea, especially in the most developed countries. And it is spreading and assuming with pandemics, global climate changes, the development of the internet and messages from the media. And likewise, in the speeches of world leaders, more and more reference is made to Humanity as a subject: the presidents of large countries, papal encyclicals, the directors of public organizations and large multinationals...
But whatever the current state of the idea of belonging to the human family, the creation and exercise of a world government or authority would be decisive for this awareness to develop and consolidate. And so that, according to my good friend José María Fuster, President of the Sicomoro Foundation and Honorary Academician of the Royal Sciences, our species can be seen as a system and treated as such (see section C of The species as a subject ). The human species belongs to the world of the complex.
A system is a whole that cannot be broken down into independent parts. The essential properties of a system (considered as a whole) derive from the interaction between the parts, not from their actions taken separately (in isolation). -Checklands (1982)
The survival of humanity as the objective and cooperation as a means
The main and priority objective or purpose of a world government or authority would be the survival of the species/humanity. This objective is obvious and is implicit in group governments, but in the world government it must be expressed and serve as the basis for all its actions. From this priority goal are derived the partial objectives : health, disaster prevention, peace, well-being, equal rights, respect for diversity, education, responsible freedom,...
This objective (survival) is biological, it is in our nature and has been operative since the beginning of time. Making it express, and having the power to try to achieve it, would lead to revise, little by little and without stress, what is bad for this objective, and to adopt measures that favor it. For example: global disarmament, responsible parenthood, avoiding wasteful consumption, taking care of the marginalized and avoiding their growth...
Regarding the means, in all social species, including ours, group government has been and is exercised through two basic forms of behavior: competition/struggle and cooperation/altruism. Generally the competition/fight is with outside groups and cooperation/altruism in intragroup relations .
Our species has been developing a growing cooperation/altruism that has allowed it to acquire its current enormous capacities for communication and global relations: intragroup and between different groups. And, as all species do, ours has been assuming this capacity for collaboration/altruism that seems to be the most effective strategy to survive: as a species and as individuals.
Possible forms of government
I believe that, with these premises and with the current technical means, any form of government is valid: Autocracy (Individual or Group), Wise Men Council, World Parliament, Techno-anarchy with global consensus..., what is best and what is possible at a given time.
And these forms of government can be reached: by consensus among group leaders, by force, or after a natural or provoked catastrophe.
The important thing is that, whatever the form of authority or government, it is based on the basic ideas cited:
The world government must be aimed at all humanity as an active subject and beneficiary. And in principle it seems better that it be exercised in a decentralized way, leaving the individual people and groups that make it up to their own cultures and ways.
The priority purpose is the survival of the species itself, which seems to be facilitated through cooperation and altruism. And seeking the greatest possible physical and spiritual well-being for all people according to their circumstances. With the greatest individual and group freedom.
